In order to implement the requirements of document No. 159 of General Office of Hefei Municipal People's Government on Implementing Opinions on Strengthening the Construction of Food Drying Facilities, speed up the construction progress of the whole city's grain drying facilities, achieve unified standards, advance as a whole, and ensure the completion of construction tasks on schedule, we are now doing a good job in the construction of grain drying facilities. The relevant matters are as follows:
I. Tasks and objectives
According to document No. 159 of the General Office of the Hefei Municipal People's Government on Implementing Opinions on Strengthening the Construction of Grain Drying Facilities, the whole city will rely on state-owned grain enterprises to complete the construction of 24 drying service centers, each of which will be built on an average daily drying capacity of 300-400 tons. The grain bureaus of each county (city) shall carry out their tasks in phases and batches.
Implementation Method
The Municipal Food Bureau formulates construction standards, and the county (city) grain bureaus refer to them for implementation. The grain bureaus of counties (cities) shall strictly follow the bidding procedure and carry out public bidding and centralized procurement.
III. Acceptance Procedure
(1) Enterprise declaration. After the completion of the project, the enterprises that implement the construction project shall declare for acceptance. Specifically, the following materials should be provided:
1. Application for acceptance report;
2. The declaring unit is the certificate document of the state-owned or state-controlled grain purchase and sale enterprise;
3. Signing a contract for the paid use of state-owned land or obtaining relevant certificates of land use rights such as a decision on the allocation of state-owned land;
4. Plane map of construction location of drying facilities (identification in reservoir area plan);
5. Notice of winning bid and construction contract of drying service center;
6. Procedures for purchase of drying facilities (copies of purchase invoices and product certificates, etc.);
7. Certificate materials for qualified equipment installation and commissioning;
8. Financial final accounts and auditing reports for project completion and acceptance reports for project completion.
(2) Acceptance and acceptance at the county level. In conjunction with the Financial Bureau at the corresponding level, the county (city) grain bureaus, in accordance with the contents of the contract, organize the acceptance of the quantity, quality and performance of the drying equipment purchased, and improve the relevant acceptance procedures for the equipment that meets the requirements of the purchase contract.
(3) Municipal acceptance. The Municipal Food Bureau and Municipal Finance Bureau jointly carry out the comprehensive acceptance of purchasing equipment and supporting facilities based on the acceptance results of equipment in each county (city). Focus on whether equipment procurement meets the relevant requirements of municipal government documents for on-site inspection. As a result of comprehensive acceptance, the municipal finance will implement the reward and subsidy fund according to the principle of "building first, then subsidizing" and the subsidy standard.
IV. RELATED REQUIREMENTS
(1) Strengthen organizational leadership. Strengthening the construction of grain drying facilities is an important measure to implement the spirit of the document "Opinions of the Hefei Municipal People's Government on Implementing the Responsibility System of the Provincial Governor for Food Security". The grain bureaus of all counties (cities) should strengthen overall planning, clear division of leadership, strengthen organizational leadership of the construction of drying facilities, and actively do a good job with the government of Hefei. Coordination of bidding and environmental protection departments to ensure that project construction is carried out on schedule and in an orderly manner.
(2) Strict organization and implementation. The grain bureaus of counties (cities) shall organize and implement the purchase of drying equipment in accordance with the bidding procedure, and implement the requirements of the municipal government concerning the combination of drying facilities with the comprehensive utilization of straw and the prevention and control of air pollution. During the construction of the project, special personnel should be appointed to follow up and supervise the whole process, urge the contractor to complete the project construction according to the contract stipulations, schedule and standards, organize construction according to the operation rules of safety production, implement the provisions of safety production, ensure the completion of construction tasks on time, organize acceptance in time and invest before the purchase of autumn grain this year. Use.
(3) Incorporate the target responsibility assessment. The construction of grain drying facilities has been included in the annual objective assessment of the governments of counties (cities) in document No. 190 of the Secretariat of the Joint Administration [2015]. Each County (city) Grain Bureau should strengthen the sense of responsibility, decompose the responsibility layer by layer to ensure that the project construction is completed on schedule.
Hefei Food Bureau
