From January 19, we learned that in 2016, as the beginning year of the 13th Five-Year Plan, the comprehensive mechanization rate of crop cultivation and harvest will exceed 64%. It is very important for the development of agriculture and rural economy in the 13th Five-Year Plan to achieve the overall goal of the 13th Five-Year Plan. Therefore, the work of Agricultural Mechanization in 2016 should focus on completing the 9th Five-Year Plan. Key tasks.
First, we will continue to improve the subsidy management mechanism for the purchase of agricultural machinery. Focusing on the better realization of industrial policy objectives, and in accordance with the principle of big stability and small adjustment, we should further improve the policy implementation ideas. The main direction of adjustment is to reduce the scope, control the quota and promote the opening up. We will continue to strengthen supervision and management, and establish and improve a linkage mechanism for the investigation and punishment of violations. Extended performance management should be carried out to improve work execution and promote the standardized, orderly, efficient and safe implementation of subsidy policies.
Second, we will further implement the whole process of mechanization of major crop production. In 2016, the Ministry of Agriculture will formulate the evaluation system for the whole process mechanization of major crop production, set up a group of action experts for the whole process mechanization promotion, organize on-site promotion meetings, and guide the establishment work. We will do a solid job in the construction of the whole mechanized demonstration counties and give full play to the demonstration and driving role. Focusing on the six main links of main crop cultivation, planting, harvesting, plant protection, drying and straw treatment, we will continuously improve the mechanization level of grain crop production and break through the "bottleneck" of the whole mechanization of major cash crop production.
Third, we will firmly promote scientific and technological innovation in agricultural mechanization. We should increase investment in agricultural mechanization technology through multiple channels, focus on regional agricultural mechanization technology research and standardization of fine cultivation techniques, strengthen research and development of key technologies and equipment, accelerate agronomic integration and integrated innovation of agricultural machinery, and promote the improvement and upgrading of the whole mechanization technology system. We will support the development of basic and long-term research on agricultural mechanization technology and promote research and development and integrated demonstration of technological equipment in weak links of agricultural mechanization. We will continue to carry out large-scale training on agricultural mechanization and accelerate the popularization and application of "one control, two reduction and three basic" agricultural mechanization technologies.
Fourth, strengthen the management of agricultural machinery appraisal. In 2016, the competent departments and appraisal organizations of agricultural mechanization should vigorously implement the newly revised Measures for Testing and Appraisal of Agricultural Machinery and the Measures for Implementing the Extension and Appraisal of Agricultural Machinery, speed up the revision and improvement of the relevant working system, prepare and revise the Outline of Extension and Appraisal, and organize the identification and re-evaluation of the capability of appraisal machinery. It is necessary to strengthen the standardized management of the popularization and identification work, organize supervision and inspection of the products that have obtained the popularization and identification certificates, and promote the application of advanced and applicable agricultural machinery products.
Fifth, we should carefully organize mechanized production of important agricultural opportunities. Around the key agricultural time such as spring ploughing, "three summers", "two snatches" and "three autumn", timely organization of machinery maintenance, training of pilots and information services, strengthening emergency command and dispatch, promoting the orderly production of mechanization, ensuring the progress of agricultural production and the quality of agricultural machinery operation. To study the reform measures of "cross-regional operation certificate of agricultural machinery" and coordinate the implementation of the policy of non-payment of vehicle tolls for combine harvesters. We will vigorously implement the "machine harvesting - straw treatment - machine seeding" one-stop and multiple operation, and strive to expand the area of machine transplanting, corn machine harvesting and Mechanized Straw Returning to the field. The National Planning for the Implementation of Subsoiling and Soiling of Agricultural Machinery (2016-2020) was issued and implemented, aiming to achieve 30% of the total area of deep plowing and subsoiling in the main producing areas, including 150 million mu of subsoiling and soiling of agricultural machinery.

Sixth, actively cultivate new agricultural machinery service subjects. Strengthen the construction of agricultural machinery socialization service system, strengthen the guidance for the standardized development of Agricultural Machinery Cooperatives and support for the construction of hangars. We will carry out in-depth activities to establish demonstration cooperatives for agricultural machinery cooperatives throughout the country. We will encourage financial and agricultural policies such as subsidies for scrapping and renewal of agricultural machinery, subsidies for agricultural machinery operations, financial leasing of agricultural machinery, and demonstration projects of full mechanization to give priority to pilot projects in demonstration societies. We will further improve service modes such as order operation, trusteeship operation and contract operation, and explore a new mechanism of "integration of machinery and agriculture".
Seventh, we should improve the rules and regulations of agricultural machinery safety supervision. Three ministerial decrees have been revised and perfected, including the registration regulations for tractors and combine harvesters and the regulations for the application and use of driving licenses. Reform the agricultural machinery safety inspection system, implement classification management, simplify the inspection content, optimize the inspection procedures, and improve the inspection efficiency. We will improve the pilot subsidy policy for agricultural machinery scrap and renewal, and strengthen the research on the mechanism for agricultural machinery scrap and renewal.
Eighth, the construction of "safe agricultural machinery" should be carried out extensively. We will carry out a wide range of activities to create "safe agricultural machinery" and actively promote inspection to the countryside. We will further consolidate the achievements of licensing control and special actions to fight against illegal acts, and intensify the administrative enforcement of illegal acts such as forgery, alteration of licences, unlicensed and unlicensed.
Ninth, we should vigorously enhance the public service capacity of agricultural mechanization. We will strengthen the construction of statistical teams for agricultural mechanization and continue to promote the construction of a complaint supervision system for agricultural machinery quality. Focusing on transplanter, we will carry out quality investigation of agricultural mechanization and urge agricultural machinery manufacturers and distributors to implement the responsibility of "three guarantees". Strengthen the supervision and management of agricultural machinery maintenance, and guide the establishment of trade associations. To promote integration of agricultural mechanization and informatization, and explore a new mode of service such as "Internet + agricultural machinery". Efforts should be made to expand the coverage and influence of agricultural mechanization propaganda and create a good atmosphere for the development of agricultural mechanization.
