The construction of grain drying facilities is of great significance for coping with the adverse effects of rainy weather, reducing post-harvest losses of grain, serving farmers'income and ensuring food security. The following suggestions are put forward to strengthen the construction of drying facilities of state-owned grain enterprises in our city:
I. Tasks and objectives
The five counties (cities) in our city are all major grain-producing counties in China. The authentic annual grain output of the whole city is about 3 million tons. According to 30% output and 30 working days of drying, the total daily drying capacity of our city is about 30,000 tons. At present, our city's social grain enterprises have about 15,000 tons of daily drying capacity, drying processing capacity is not low.
According to the relevant documents of the state and provincial governments on strengthening the construction of drying facilities, in 2016, the city added 10,000 tons of daily drying capacity of grain, mainly relying on 24 new drying centers built by state-owned grain enterprises. Among them, there are 1 enterprise directly under the city, 1 person in Feidong County, 6 in Feixi County, 6 in Changfeng County, 7 in Lujiang County and 3 in Chaohu City. Each drying center is built on an average daily drying capacity of 300-400 tons.
II. Safeguards
(1) Standardizing construction standards. In order to improve the operation efficiency of drying facilities, the project layout should be scientifically planned according to the range of drying services. Equipment procurement and project construction should be strictly organized in accordance with bidding procedures. The newly purchased grain drying equipment should be suitable for local grain drying needs, take into account the utilization of straw, prevention and control of air pollution and other factors, and identify and promote the brand for the country.
(2) Implementing the policy of rewards and subsidies. According to financial support, enterprise self-financing and social cooperation and other channels to raise funds. Referring to the grain depot construction support policy, each county (city) supports the construction of drying centers of state-owned grain enterprises from the grant and supplement funds of grain-producing counties. Actively explore the cooperation mode between state-owned grain enterprises and agricultural specialized cooperatives, family farms or private enterprises. The municipal finance arranges special funds to reward and compensate the new grain drying centers of the state-owned grain enterprises in the city.
(3) Clear responsibilities for work. Departments of grain and finance at all levels should support and cooperate with each other in accordance with their respective responsibilities to ensure that drying facilities are completed on time. The Municipal Food Bureau is responsible for coordinating the declaration, examination and acceptance of drying facilities. The Municipal Finance Bureau is responsible for the arrangement, examination, allocation and supervision of the project financial supplementary funds.
(4) Strengthen organizational leadership. People's governments of counties (cities) should attach importance to the important use of grain drying facilities in ensuring farmers'income and safeguarding national food security, further strengthen organizational leadership, implement leadership responsibilities, regard the construction of grain drying facilities as a supporting project for the construction of storage facilities, and complete the task of building grain drying cadres' facilities on time. 。 The municipal government will carry out inspections in due course.
